Contact & Referral

For Case Managers, Veterans Support Agencies, and Referral Partners

HCL Residential Living works with veteran support organizations, case managers, and reentry partners to coordinate appropriate housing placements for housing-ready older adult males (approximately 60 and older), including reentry veterans and reentry non-veterans.

Who May Submit a Referral

  • Veteran support organizations
  • VA or community-based case managers
  • Reentry program directors or coordinators
  • Approved referral partners

HCL Residential Living does not accept self-referrals or walk-in inquires.

Probation & Parole Referrals

Probation and parole officers must complete HCL's Yes/NO Housing Compatibility Intake prior to referral consideration. This intake is used solely to determine compatibility with independent housing and does not replace agency intake or supervision requirements.

*Probation and parole referrals are not accepted through the online referral form below*.

How the referral process works:

  • Case managers and program partners submit referrals using the form below
  • Probation and parole officers use the YES/NO Housing Compatibility Intake
  • Our team reviews eligibility and availability
  • If appropriate, follow-up will be coordinated with the referral source
  • Eligible referrals are placed on the active waitlist pending housing availability
  • Placement is not guaranteed and is subject to program suitability and bed availability

Funding & Payment Information

HCL Residential Living is an independent housing provider. Housing placement requires an identified and sustainable source, such as VA benefits, Social Security or retirement income, reentry program funding, or private pay.

Funding does not need to be finalized at the time of referral but must be identified prior to placement. The referring agency should confirm that the individual's funding source is stable and appropriate for independent housing. HCL does not manage, coordinate, or administer funding on behalf of residents or referring agencies.

Submission does not guarantee placement. Housing decisions are based on eligibility, funding readiness, and availability.

This housing serves older adult males (60+) seeking independent shared living. No on-site services or supervision are provided.
