Program Overview
HCL Residential Living
HCL Residential Living provides independent residential housing for housing-ready older adult male veterans and non-veterans transitioning through reentry. Our homes are designed to offer stability, dignity, and clear written house expectations in a calm residential setting. HCL Residential Living is a housing-only provider and does not operate as a treatment, service, or supervision program.
Who the Program Is For
HCL Residential Living is intended for individuals who:
- Are older adult male veterans and non-veterans (approximately age 60 and older)
- Are transitioning through reentry and referred by a case manager, program director, or veteran support organization
- Are capable of living independently
- Can follow written house expectations
- Have an identified funding source prior to placement
- Are seeking long-term housing stability (not emergency shelter)
Program Model
- Independent residential housing
- Shared housing with individual sleeping areas
- Private rooms may be available in limited situations, depending on home layout and availability
- Written house expectations for safety and community standards
- Respectful, quiet, and substance-free living environments
- Community-based residential setting
HCL Residential Living emphasizes independent living within a respectful residential environment
Important Clarification
HCL Residential Living does not provide:
- Assisted living services
- Medical care
- Mental health treatment
- Substance abuse treatment
- Case management services
Residents must be housing-ready and able to manage daily living activities without onsite supervision or services.
Funding & Placement Requirements
Housing placement requires an identified and sustainable funding source prior to move-in.
Accepted funding sources may include:
- VA-related housing benefits
- Social Security or retirement income
- Reentry program funding
- Private pay arrangements
Funding must be identified prior to placement. HCL Residential Living does not manage, coordinate, or administer funding on behalf of residents or referring agencies.
Referral & Review Process
- Referral or inquiry is submitted through the Contact & Referral page (Probation and parole officers must complete the HCL YES/NO Housing Compatibility Intake and do not submit referrals through the contact & Referral form)
- Information is reviewed for eligibility and program fit
- If appropriate, follow-up is coordinated with the referral source
- Placement is subject to availability, funding, readiness, and suitability

Our goal is to provide safe, independent housing while working collaboratively with referral partners to support appropriate housing placements for older adult veterans seeking stability during reentry.
